...clarification on non-refundable tax credit?

I intend to claim the hope credit this year on my taxes. The irs website says it is a non-refundable credit. Does this mean the credit can't be used for any amount over my 2008 tax or any amount over my taxes payable as of now? Any input is appreciated.
