Can a inverted telescope be used as a microscope? If not, Why?

A telescope makes far away objects appear larger. If you turn one around the effect is reversed so that objects appear much smaller. That's not of much use, really. So no, it doesn't work, and your plan to become rich by being the first to discover this is doomed.
