If the property managment fails to fix a recurring leak in my apartment, can I break the lease and move out!!!?

I have a reoccurring problem with the hallway in my carpet leaking. When I say leak, I mean that this particular hallway is near my laundry room. I have had problems with the laundry room floor flooding with water coming from seemingly out of the walls or flooring there. The maintenance has came out numerous times, as well as a plumber, but the problem still exits. Now just recently this morning, I had the same problem, but this time the hallway floor is flooding, the carpet in the hall is soaked to the point of when you step down, your socks and feet get soaked and you can see a footprint of where you stepped. The water appears to be coming up through the flooring somehow and is soaking the carpet. I called the maintenance and they promised to have someone come out, this was almost an hour ago and no one has came yet. I am fed up with this problem, as I know this can and has caused mold and mildew, plus this has been ongoing for at least a year and I want to be through with the idiocracy! Can I break my lease and should I be obligated to pay them when I have had to endure this!
