Why are homework questions simply copies of the homework...?

surely, the purpose of homework is to reinforce that which one has learned that day/week/month at school or college. I honestly believe that if people requiring istance would, as the body of their question, specify the portion which causes greatesty difficulty, they would be far less likely to get short shrift from the likes of me!
