Why does he continues to upset me and touch my stuff?

Guys, even educated ones in their 30's, are still little boys at heart. It sounds to me like he enjoys getting a reaction from you and it also sounds like he may like you and this is just his way of getting your attention. If you really would rather he just leave you alone then next time he tries something say if he doesn't stop you will report him to the dean for harment.
